The National Innovation Visa is permanent residence from the moment it is granted — no employer, no job offer, no investment. The other two visas are temporary and reach permanence later, by different routes. Read the last two rows first.

If You Are Coming As An Investor.
Among Australia's many streams, the Business Innovation and Investment (Provisional) visa — subclass 188 — draws the most interest from private clients. It runs seven streams: Business Innovation, Investor, Significant Investor, Business Innovation Extension, Significant Investor Extension, Premium Investor and Entrepreneur. Two of them carry the thresholds below.
Business Innovation Stream
For an established owner-operator bringing a working business to Australia.

What These Figures Are, And What They Are Not
These thresholds belong to subclass 188 — none of the four programs above. Australia's own overview leads with “investment starts from AUD 1.25 million”, and that is true of the investor route; it is not true of the three visas in the comparison table. The National Innovation Visa asks for no investment at all. Employer Sponsored asks for none. General Skilled Migration asks for none.
The Business Innovation figure is also an asset test, not a payment: AUD 1.25 million is what you must be shown to hold, not what you hand over. The Investor Stream's AUD 2.5 million is different — that one is money actually invested, after a State or Territory nominates you.
