Two Things to Know First
The passport step is not remote. The application itself is handled remotely, but since September 2024 Vanuatu has stopped accepting paper passport applications: biometrics must be given in person, either in Vanuatu or at a Vanuatu representation abroad. Budget for one trip even though nothing else requires travel.
Some nationalities are excluded, conditionally. Nationals of Iran, Iraq, Syria, North Korea and Yemen are ineligible unless they hold permanent residency elsewhere and have lived there for more than five years. If that describes you, it is worth a conversation rather than an assumption. Every applicant also needs to show proof of funds of at least USD 250,000.

The Development Support Program publishes named tiers rather than a per-head rate — single, married couple, couple with one child, couple with two — and only charges USD 10,000 a head beyond four.
The Financial Intelligence Unit's due-diligence fee is taken here from the published fee schedule, at USD 5,000 per application. The same source describes it elsewhere as USD 5,500 per adult applicant, which is both a different amount and a different basis — confirm with us which applies to your file before relying on the total. Beyond four persons the Development Support Program adds USD 10,000 a head; the Capital Investment plan charges USD 60,000 for a spouse and USD 55,000 for each further adult dependent. Approved real-estate developments are Pacific Springs at Rentabao and Narpow Point Coral Bay on Efate, FPF Rainbow City on Efate, and Milai on Espiritu Santo. Every applicant must show proof of funds of at least USD 250,000. Figures are indicative, non-binding, and confirmed during due diligence.
