Established by law in 2019 and backed by government guarantee, the programme turns a property purchase into a residence permit that no employer sponsors and no absence forfeits — at the ten-year tier. Property may be completed or off-plan, mortgaged or not, and interest-free instalments are available.
The AED 2 million tier issues a ten-year Golden Visa; AED 750,000 issues a two-year investor permit. Both renew for as long as the property is held, and the difference in duration is the difference worth paying for.
The permit rests on the property rather than on a job, so it does not end when a contract does. The holder may live, work and study in the UAE, and sponsor their family on the same file.
The property must sit inside a freehold zone — the areas designated for foreign ownership, where the title includes the land. AED 750,000 buys in sole ownership; jointly held title carries a AED 1 million threshold.
A property may be finished or off-plan, mortgaged or unmortgaged, and developers offer interest-free instalments — so the threshold is about the value of the asset rather than the state of it.
Property prices in the UAE, and in Dubai in particular, have grown consistently, and a purchase can be let for rental income while it is held for the permit.
Permit holders may open UAE bank accounts in the currency of their choice, for savings and for international transfers.
The UAE sits between continents with air links to most of them, and holders of its residency generally find Schengen and other visas easier to obtain — easier, not automatic.
Access to premium healthcare and schooling once the permit is issued, in a country with high living standards and a low crime rate.
This programme grants residency, and residency here does not become citizenship however long it is held. Emirati nationality is granted at the state's discretion, by nomination in a small number of cases, and property is not one of the routes to it. What the visa does give is a decade of stability without an employer, in a country with no personal income tax — and if a second passport is the actual goal, the citizenship programmes in the same menu are the honest place to look. The ten-year visa carries no minimum stay: the holder may remain outside the UAE indefinitely without it lapsing. Eligible dependents are a spouse, unmarried sons up to 25 and unmarried daughters of any age.
