The São Tomé & Príncipe Citizenship by Investment (CBI) Program offers one of the quickest routes to securing second passports for eligible families. Processing is efficient, completed remotely, and provides access to a passport that enables visa-free travel to more than 60 destinations worldwide.

Launched in 2025, the CBI program was established to attract foreign investment into key national sectors such as energy, healthcare, education, infrastructure, and eco-tourism.

Investment Option

Citizenship is obtained through a non-refundable contribution to the National Transformation Fund, which is dedicated exclusively to the country’s sustainable development initiatives.

Family Inclusion

Applicants may include their spouse, unmarried children up to 30 years old, and parents aged 55 and above in a single CBI application.

Eligibility

To qualify for the São Tomé & Príncipe Citizenship by Investment Program, the main applicant must be at least 18 years old, possess a clean legal and criminal record, be in good health, and successfully pass the government’s due diligence checks.

Stateless individuals are eligible to apply. The programme is open to applicants of all nationalities, except citizens of North Korea.

Investment Options

To qualify for the São Tomé & Príncipe CBI program, applicants must make a non-refundable contribution to the National Transformation Fund. The contribution amount depends on the number of dependents included in the CBI application:

Application Process

Bayat Group’s team of qualified lawyers and experts conducts a comprehensive internal due diligence process for São Tomé & Príncipe CBI applicants. This includes background security screening, preparation of KYC (Know Your Client) documentation, and a thorough qualification assessment to ensure the application meets all program requirements.
A tailored list of required documents is prepared for the client. The client signs a retainer agreement with Bayat Group, and all necessary documents for the application are gathered and organized.
Applicants must meet all eligibility criteria, including financial requirements and a clean legal and criminal record. Once all original documents are submitted to Bayat Group, our citizenship experts review and finalize the application for submission to the São Tomé & Príncipe Citizenship by Investment and Donation Unit (UCID). The Unit then conducts due diligence checks on the applicant and their family members and requires a registration fee of USD 5,000.
Once the application is processed, the applicant receives a letter informing them of the outcome. If approved, the applicant proceeds with the required contribution to the National Transformation Fund (NTF) — starting from USD 90,000 — and covers associated fees.
After completing the required contribution and fees, the applicant swears an oath of allegiance to São Tomé & Príncipe. Certificates of citizenship, national ID, and passports are then issued.
